Robert Coldwell Wood (b. 1923) was a management organization expert at the U.S. Bureau of the Budget from 1951 to 1954, Under Secretary of the Department of Housing and Urban Development (HUD) from 1966 to 1968, and Secretary of HUD in 1969.
